HINCOL is a 50:50 Joint Venture Company of Hindustan Petroleum Corporation Ltd. (HPCL) and COLAS SA, France.

The Company was set up in 1995 to design, develop, manufacture & market world-class Bitumen derivatives used in Road/Air Field Pavements, Race tracks, etc in India. Hindustan Petroleum Corporation Ltd. (HPCL), is a Maharatna Public Sector Enterprise under the Ministry of Petroleum & Natural Gas, Govt. of India. Among numerous Petroleum Products, it also produces high quality Bitumen grades (VG 10/30/40) meeting BIS specifications from its Refineries located in India at Mumbai, Vishakhapatnam, Bhatinda (JVC) & Mangalore (JVC). COLAS (COLd ASphalt) was founded in France during 1929 as ‘Societe Routiere Colas’ by Shell and Societe Generale d’Enterprises (SGE) to operate the first Bitumen Emulsion Patent, ‘Cold Asphalt’. Today, COLAS is world leader in Road construction operating in 50 Countries, globally.

HINCOL has been an active Member of Bureau of Indian Standards (BIS) Committee on Bitumen, Tar & their Products (PCD 6) involved in developing Standards & Specifications. It is associated with the Indian Infrastructure Industry in propagating appropriate usage of Bitumen Emulsions & Modified Bitumen for more than two decades in close association with many Central and State Govt. Agencies. HINCOL has been in the forefront of promoting several new Products and Technologies in India. It owns and operates 10 Bitumen Emulsion/Modified Bitumen Plants located across India in the States of Maharashtra, Uttar Pradesh, Haryana, Gujarat, Karnataka, Tamil Nadu, Andhra Pradesh, West Bengal and Assam (under construction). Keeping in mind the convenience of local Customers, the Company also operates 27 Depots for storage and distribution of Bitumen Emulsions in Packed Drums.

All HINCOL Plants have been assessed and registered as complying with the requirements of the International Standard ISO 9001:2015, 14001:2015 & 45001:2018 to design, develop, manufacture & supply of Bitumen Emulsions, Modified Bitumen and other value added Bituminous Products and Bituminous Surface Treatment works (Micro surfacing, Slurry sealing, Fog sealing & Cold Mix) and Waterproofing solutions. All QC Laboratories of HINCOL Plants and its R&D Centre have been certified by the National Accreditation Board for Testing & Calibration Laboratories (NABL), a Constituent Board of the Quality Council of India for Mechanical Testing in accordance with ISO/IEC 17025:2005.
